Fort Stockton-based MMEX Resources said last week it is accelerating the schedule for the first phase of construction of a previously-announced refinery in Pecos County. Houston-based VFuels said March 2 it started detailed design and engineering for the inside battery limits portion of the project to reduce the overall schedule by 60 days for the 10,000 b/d crude distillation unit. VFuels will oversee engineering, design and construction of the inside portion, and Odessa-based Saulsberry Industries is MMEX’s partner for components outside the battery limits. The refinery will be located near the Sulfur junction of the Texas Pacifico Railroad about 20 miles northeast of Fort Stockton.
