SALARY:

Program Specialist III $4200 – $4800

Program Specialist IV $5000 – $5333.33

GENERAL DESCRIPTION:

Performs complex (journey-level) to highly complex (senior-level) consultative services and technical assistance (appraisal) work. Work involves conducting property value ratio studies; gathering property information; analytical and statistical analysis of property data; database design, development, and maintenance; conducting various property appraisals; and directing, planning, and coordinating activities related to appraisal. May train, lead, and/or prioritize the work of others. Works under general supervision to limited supervision, with moderate latitude for the use of initiative and independent judgment.

WORK HOURS:

8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs oil and gas property value appraisals for the Property Value Study and associated tasks, which may include analyzing information submitted by appraisal firms and taxpayers, reviewing and completing Category G appeals and hearings,completing the annual oil and gas discount rate study, and other duties as assigned.
Performs liaison duties between the Property Tax Assistance Division and various stakeholders, which may include industry representatives, taxing units and citizens. Schedules and facilitates meetings with stakeholders when requested.
Performs customer service by responding to telephone calls, emails, open records requests or other requests for information.
Completes special projects and performs other work related duties as assigned.

Qualifications

EDUCATION:

Graduation from an accredited four-year college or university with a bachelor’s degree.
Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits.

PREFFERED EDUCATION:

Graduation from an accredited four year college or university with a bachelor’s degree in geoscience, petroleum engineering or related field.

Program Specialist III

EXPERIENCE:

Any combination of two (2) years of experience in oil and gas drilling, production, or exploration activities, or appraising the value of oil and gas properties using a discounted cash flow analysis.

Program Specialist IV

EXPERIENCE:

Any combination of three (3) years of experience in oil and gas drilling, production, or exploration activities, or appraising the value of oil and gas properties using a discounted cash flow analysis.

Program Specialist III – Program Specialist IV

PREFERRED EXPERIENCE:

Experience in oil and gas drilling, production, or exploration activities, and experience appraising the value of oil and gas properties using a discounted cash flow analysis.

SUBSTITUTION:

One (1) additional year of full-time minimum experience in oil and gas industry with exploration, drilling, or production activities, or appraising the value of oil and gas properties using a discounted cash flow analysis, may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).
