Texas Commission on Environmental Quality issued an air quality permit during an online meeting Wednesday for construction of the $4.5 billion Annova LNG export terminal at Port of Brownsville. Federal officials had issued a permit in November 2019. Annova LNG is designed for capacity of 6.5 million tonnes per year and will cater to mid-scale LNG customers. It has yet to receive a final investment decision while waiting to secure commercial contracts. Partners with Exelon Corp. are midstream company Enbridge, engineering firm Black & Veatch and construction contractor Kiewit Energy Group.
