Fort Stockton-based MMEX Resources said Feb. 22 it is moving forward with its modified plan to build an integrated ultralow-sulfur fuels refining and hydrogen production complex equipped with carbon capture. It will be built in Pecos County near the Sulfur Junction spur of Texas Pacifico railroad northeast of Fort Stockton. MMEX said Texas Commission on Environmental Quality approved its plan Feb. 18. MMEX said front-end engineering and design also are complete; it now will progress with financing and commercial arrangements.
The complex is expected to produce 11,600 b/d of ultralow-sulfur diesel and gasoline from West Texas light crudes using proprietary UltraClean technology licensed by Polaris. The 450-acre complex is designed to be “the world’s first oil refinery to fully capture carbon dioxide emissions.” MMEX said the expedited construction period is 15 to 18 months, but no timeline has been announced.
