Officials of America First Refining said Tuesday that groundbreaking will be held in second quarter for the nation’s first new oil refinery in 50 years. The $300 billion project at Port of Brownsville in Texas is a partnership with India’s Reliance Industries. Capacity will be 168,000 barrels per day. John V. Calce, chairman of America First, said, “For the first time in half a century the United States will build a new refinery designed specifically for American shale oil.”
