Commissioners of Port of Corpus Christi last month approved an agreement with Bluewater Texas Terminal, joint venture of Phillips 66 and Trafigura, to operate an oil export terminal capable of loading 16 VLCCs per month with crude oil from Permian Basin and Eagle Ford. The agreement allows Bluewater to build offices and monitoring station on 12 acres on Harbor Island and gives Bluewater right of way to certain corridors it needs to run a pipeline from the coast to two loading docks 21 miles offshore. Sean Strawbridge, CEO of the port, said, “Bluewater Texas Terminal will likely be the only offshore loading facility in Texas.” State and federal permitting is underway by Bluewater, and the project is awaiting final investment decision.
